After completing her primary education, Kerr attended the prestigious St. Hilda's Diocesan High School in Brown's Town. There, she excelled in her studies, becoming head girl and earning a scholarship to attend the University of the West Indies (UWI) in Kingston.

Kerr's political journey began in the late 1960s, when she joined the People's National Party (PNP). She quickly rose through the party ranks, becoming the first woman to hold the position of National Secretary. In 1972, at the age of 29, Kerr was elected to the Jamaican Parliament, representing the constituency of South West St. Ann.
Once in Parliament, Kerr quickly made a name for herself as a passionate advocate for social justice and women's rights. She served in various ministerial positions, including Minister of Social Welfare and Minister of Culture, Youth and Sports. In 1992, Kerr became the first woman to serve as Deputy Prime Minister of Jamaica.
