The House of Lords is one of the most important institutions in the British political system. It is the second chamber of Parliament and has a number of important functions, including scrutinising legislation, holding the government to account and providing a forum for debate on public policy.

  • Giving the House of Lords the power to veto legislation
  • Making the House of Lords more accountable to the public

These reforms would make the House of Lords more representative of the British people, more accountable to the public and more effective in carrying out its functions.

The Case for Reform

There are a number of reasons why the House of Lords needs to be reformed.

First, the current system is undemocratic. The vast majority of members of the House of Lords are appointed by the Prime Minister, which means that they are not accountable to the public.

Second, the House of Lords is unaccountable. It is not subject to the same rules and regulations as the House of Commons, and it is not accountable to the public in the same way.

Third, the House of Lords is out of touch with the needs of the British people. The majority of members of the House of Lords are wealthy and privileged, and they do not represent the views of the majority of the British people.

A Blueprint for Reform

This book sets out a blueprint for a modern, democratic and accountable second chamber. It proposes a number of reforms, including:
